Forging collaborative cyber resilience: Safeguarding critical infrastructure and democracy
March 11-12 2025, Manila Polo Club, Makati City – The Stratbase Institute, in partnership with the Embassy of Canada in the Philippines, successfully hosted a two-day conference titled “Forging Collaborative Cyber Resilience: Protecting Critical Infrastructure and Democratic Institutions”
Amid rising cybersecurity threats and geopolitical tensions in the Indo-Pacific, the conference gathered 105 attendees and key stakeholders from the government, private sector, academia, media, civil society, and the international community to strengthen the country’s cyber resilience.
Key discussions in the said event aimed to address election security and disinformation ahead of the 2025 midterm elections, emphasizing strategies to combat AI-driven disinformation, deepfake technology, and digital manipulation. Participants underscored the need for a multi-sectoral approach to safeguard democratic institutions.
In line with this, COL JO-AR HERRERA PA (MNSA) delivered the lecture on ‘Combating Foreign Interference and State-led Informational Warfare’ where he discussed the core principles and strategies of the AFP ComPlan MULAT, as well as the efforts currently being conducted by the organization nationwide to safeguard Filipinos from foreign malign influence and disinformation, putting emphasis on the TRIB-Youth, where it aimed to instill patriotism and call-to-action for the Youth.
Overall, the event has been a great avenue for the creation of an integrated strategy to preserve our democratic institutions and foster a robust informational ecosystem for the Philippines.
