AFP cascades its “MULAT” communication plan at Gen.AI Summit Philippines

The Armed Forces of the Philippines (AFP) cascaded its “MULAT” Communication Plan during the GEN.AI Summit Philippines 2025 held at Sheraton Manila, Newport World Resorts last April 30, 2025. 

The initiative was led by AFP Spokesperson COL Francel Margareth Padilla, who served as a guest speaker in one of the event’s high-level sessions.

During her speech to a gathering of government officials, corporate leaders, and tech pioneers, she detailed the strategic importance of “MULAT,” which was introduced on June 28, 2024, to raise awareness and inform both Filipino citizens and the global community about the threats to Philippine sovereignty stemming from aggressive actions and misinformation efforts.

She shared that “MULAT” translates as “awakened,” and highlighted the plan’s goal of fostering unity and vigilance in defending the nation’s territorial integrity.

During her talk, Col. Padilla wove together the rationale, objectives, and key audiences of the communication plan in a compelling narrative. She emphasizes how the complan seeks to generate widespread public support for the Philippines’ stance in the West Philippine Sea, promote proactive engagement in national initiatives, and neutralize malign influence by actively refuting false narratives. 

By pinpointing target audiences—including local coastal communities, government officials at all levels, civil society organizations, the media, and foreign governments—she demonstrated how a coordinated information campaign can strengthen national unity and secure stakeholder backing both at home and abroad.

Concluding her remarks, Col. Padilla issued a stirring call to action: “Every Filipino has a role in safeguarding our maritime territory. ‘MULAT’ empowers us with knowledge and tools to stand firm, together.” 

Her address capped two days of high-impact discussions at Gen.AI Summit Philippines, organized by CollabConf and supported by the Cybercrime Investigation and Coordinating Center (CICC), the Global AI Council, and the Philippines CIO Association & G100 Mission.
